Angie is a character from Mother 3, who lives in Tazmily Village. She is the daughter of Caroline, and helps her at the bakery. There is a rumor she has a crush on Fuel, despite her denying it.
Although she never joins your party, she has a running animation hinting she may of joined your party at one point.
